AFAIK if it is CAP_IS_ICQ type of message, then that part describes an
update to the direct connection settings. It has the port twice, but
sometimes both don't have the same values. Check mICQ sources for what's
probably what, but if you don't plan to implement dc, then you can ignore it
anyway. The same way you can ignore those packages with only the capability
as content.
