You can't hook the ICQ API for that.  What you can do,
however, is hook the OS itself.  That is what TSM
(http://www.encrsoft.com/products/tsm.html) does - it
hooks the OS directly, using native hooks provided by
the OS for exactly that purpose, so that it can detect
when message windows are being opened, closed, sent,
etc, before they actually are and then encrypt/decrypt
the messages accordingly.
