As stated on http://www.stud.uni-karlsruhe.de/~uck4/ICQ/Packet-118.html and
from experience an error code of 0x0e means the UIN you are trying to add
requires authorization to add them to your list.  You generally do this by
sending a SNAC(13,18) and adding the UIN with the extra TLV(66) with no
contents.  This signifies that you are awaiting authorization from that user.
