[icq-devel] ICQ v8 Java or Delphi Lib (or Open-Source Client)?

Hi,

is there any ICQv8 Java or Delphi Lib, or any open-source Java/Delphi 
ICQv8 Client?
I'm asking because I would like to write a Webbased ICQ-Client, with PHP 
as frontend and Java or Delphi as Backend, handling all (ICQ) the 
connections. The frontend and backend will communicate through a mySQL 
database, I'm thinking that's the best way...
